Every year, in the aftermath of natural and man-made disasters, it is clear that the current planning for those disasters does not address the interests, nor meet the needs, of animals used for commercial purposes. The failure to have an emergency plan in place could jeopardize hundreds—or even thousands—of animal lives every time an emergency situation arises.
The Providing Responsible Emergency Plans for Animals at Risk of Emerging Disasters (PREPARED) Act, HR 1042, would require licensees under the Animal Welfare Act to develop and implement emergency contingency plans to keep their animal populations safe. Included under this bill would be research institutions, breeders, carriers, exhibitors and dealers, all of which hold and care for large numbers of animals.
