Rachel Maddow reports on how a federal law passed in 2000 to create a sanctuary for chimpanzees used for research has allowed the National Institute for Health to recommend reducing the number of chimps kept for testing, with the remaining sent to Chimp Haven, the sanctuary set up by the 2000 law.
